According to the 2010 Census, Whites constitute 57 percent of the state’s population and Latinos comprise 25 percent. Also, according to MALDEF’s own complaint, Latinos comprise a minority in the two major urban areas of the state. Nearly every other Congressional district in the state is an urban area. Plaintiffs in their complaint allege that MALDEF, a Latino-interest civil rights organization, have used racial or ethnic targeting criteria while adopting district lines. House districts are approximately equal in population between 88,927 and 96,330, which the Census Bureau determined to be the maximum census population threshold for a permissible deviation between a district's mean and ideal census population. Census tracts and neighborhoods in Cook County and some suburban areas have two, three, or more representatives. Census, some urbanized areas are significantly more populous than others. DOH and the City Clerk’s office are required to establish district boundaries that are equal in population.
